Add new user number

Hi, I would like to assign a phone number to a new user added to our group., but it displays "Unable to assign a phone number" in Red. What can I do? Thanks

Are you by any chance talking about Google Voice numbers to users? https://support.google.com/a/answer/9037998 If so, verify that they do have a Voice license as well as making sure that Google Voice is turned on for that OU/user (https://support.google.com/a/answer/6304838).
