Are you accessing the Google Account from the country identified in the documents sent to Google? Note Google may be identifying your location upon your accessing the Google app due to the devices ip location.

I had access to the Google service from a restricted country someday. But, not, I moved to Europe and have the residency of that, but still, I can not access the services and restore my account.

The problem is that I'm unable to access the settings and when attempting to open the Google payment settings, the page redirects to a restricted page as shown in the image below.
What happens when you click on the verify your account location in the lower left corner?
I submitted my verification documents 4 or 5 months ago, but nothing happened.
I did it again two weeks ago, but the same happened.
When you clicked verify account information did the next window provide any tips or contact information?
In the meantime have you changed the location settings on the device to where you are located now?

I have already changed my location in the google play settings. But, the problem still exists.

I imagine the paid Google Play Support may need to investigate the issue and are probably quite busy with consumers from around the world. So I wouldn't expect an immediate response.
How long ago did you contact support? I personally don't think it hurts to be a pest by consistently contacting support. There's an old saying in America that, "The squeaky wheel gets the grease"
