SALARY: The salary range for this position is $56,859.22 to $93,632.72 for Schedule A, and $56,859.22 to $88,951.08 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary is seeking a dynamic individual to work in the Information Security Unit ("ISU"), primarily as part of the Cyber Incident Response Team (CIRT). The selected candidate will perform incident response and monitoring duties across Judiciary technology and information management platforms utilizing Security Information and Event Management (SIEM) and other specialized tools. The individual will work in a highly technical environment that utilizes technologies including, but not limited to, SIEMs, IDPS, NextGen Firewalls, and malware and threat analysis tools. Special Project work assisting the Engineering team with upgrades and new technology may occasionally be required. This position requires strict adherence to the "CIA Triad" (Confidentiality, Integrity, Availability) and handling all information on a "need to know" basis. Knowledge of CIRT practices, proactive defense, and threat hunting would be a plus.

REMOTE WORK : The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

  • Under direct supervision of the CIRT and Monitoring lead, assist on IR tactical operations and provide escalation on serious incidents to supervisor, ISU assistant division manager, engineering team, and CISO.
  • Review IR tickets and alerts generated by referrals from the Security Operations Center (SOC) analysts and take prompt and concise actions to remediate potential incidents, alerts, and threats through disabling IDs, isolating devices, and quarantining/blocking malicious sites and threat actors.
  • Ensure proper logging and reporting of potential information security incidents, including identifying risks and threats through log file analysis.
  • In the event of a true positive in an incident declaration, laterally work with the CIRT and supervisor to contain and eradicate threats and determine recovery posture.
  • Assist Engineering lead analysts (ITA2s/3s) and contractors on special projects as assigned.
  • Perform administration in systems such Identity Access Management, Mainframe Security, Log Management, Network Security, Encryption, Risk, open systems and other systems as assigned.


Note: This position may require working outside of normal business hours and on-call. The candidate may be required to work in one of three shifts (7 days a week): 8am-4pm, 4pm-12am, 12am-8am.

Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, and/or cybersecurity.

CompTIA Security Plus Certification is required. Employees hired by the Information Security Unit on or after 8/23/22, including current Judiciary employees from other units or locations, who do not already have the CompTIA Security Plus Certification will have one (1) year from their date of employment with Information Security to obtain the CompTIA Security Plus Certification in order to maintain employment in the Information Security Unit.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying on a year for year basis with one year of such experience being equal to 30 semester hour credits.

A Bachelor's Degree in any field from an accredited college or university and one (1) year of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.

An Associate's Degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, and/or cybersecurity and two (2) years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for a the required education.

An Associate's Degree in any field from an accredited college or university and three years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.

A Master's Degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, and/or cybersecurity may be substituted for the required education.

Supplemental Information

Physical Ability: For some positions, applicants must have the ability to perform work which requires climbing and prolonged standing, stretching, bending and reaching. The selected candidate must be able to frequently lift and carry supplies weighing from 30 to 50 pounds and, occasionally, materials weighing up to 75 pounds.

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Special Note: Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
