Elgg/starter project

Supposedly elgg/starter project has the basics of installing elgg as composer project, but i am a little confused here what information do i need to put in it to get elgg installed with composer.
What is standard doc install, I have tried to find info on this of course I haven't had any luck. Someone please explain this to me.

My next question is which composer.json file do i use for that is it elgg/starter project or the one under elgg/elgg under docs?
