Test this solution. Remove the Opera Safe Store password from Keychain Access login item.
Steps:
Open Keychain Access application

In the Opera program files directory, right-click on launcher.exe to create a new shortcut and place it on your desktop. Then, on the desktop, rename it what you want. Then, right-click on the shortcut, goto properties and then the "shortcut" tab. On that tab, modify the target to add the --user-data-dir command-line switch.
For example:
"C:\Program Files (X86)\Opera\launcher.exe" "--user-data-dir=C:\Users\yourusername\Opera2"
(I personally have a "My Program Files" folder in "C:\Users\myusername", so I'd use "C:\Users\myusername\My Program Files\Opera2" for example.)
You can create as many shortcuts as you want with each using a different profile folder.

and take note of the "profile" path. Then, close Opera and look in the "themes" folder in the profile folder.You'll see the folder for the wallpaper you installed. In it, you can see how to create your own. You then just zip up your persona.ini file with the webm file and thumbnail and you 'll have your custom wallpaper.

I finally got this to happen to me in Opera GX. I then went to the URL

and enabled "Use DNS-over-HTTPS instead of the system’s DNS settings". Then things starting working. I don't know if that's coincidence or not yet though. -

In the "Edit Keyboard Setup' dialog for the "Opera Standard" keyboard setup, it should be under "Application".

@burnied Installer logs are usually in "%LOCALAPPDATA%\temp\.opera\Opera Installer" or "%windir%\temp\.opera\Opera Installer" depending on the "install for" option in the installer.

The command I provided is like going to Menu -> Feeds -> Manage Feeds -> Add -> insert "test" in the "address" field in the "properties" dialog. You would replace "test" with "url to feed" and then continue the command to focus the ok button and click it. Then, the command would continue to do all that again for all other feeds. Don't know if there's a length limit on the total command length though.

But, the command would still go wherever you want to put it. Guess I'm not sure what you're trying to do exactly.

Set via alt + p -> Advanced -> Shorcuts, for ctrl + / under "Application", this works at least as a starter:
Subscribe to groups, "rss" & Delay, 100 & Focus next widget & Delay, 100 & Focus next widget & Click button & Delay, 100 & Focus next widget & Delay, 100 & Insert, "test"
You can take it from there and see how far you can get.

@rick2 Maintainer said that according to Flatpak devs, detection of new updates is a little wonky for Flatpak packages right now (see https://github.com/flathub-infra/flatpak-external-data-checker/issues/416#issuecomment-2090071108), so the updates were not being detected automatically and he didn't notice himself that there were new updates. So, he's going to update the Flatpak to the latest manually for now (including libffmpeg from https://github.com/Ld-Hagen/fix-opera-linux-ffmpeg-widevine/releases in it).
According to https://github.com/flathub/com.opera.Opera, it looks like the changes might have already been made, but I didn't test anything personally.

By, up-to-date, do you mean that you have service pack 1 and all updates after that installed?
Also, are you using the 32-bit version of Windows 7 or the 64-bit? There are installers for each at https://ftp.opera.com/pub/opera/desktop/95.0.4635.90/win/
If that build doesn't run right, try one of the other 95 builds at https://ftp.opera.com/pub/opera/desktop/.
You can also start Opera in a command prompt like this:
"C:\Program Files\Opera\launcher.exe" --disable-gpu
to test that it helps. Adjust the path to your Opera's launcher.exe.
